How do I make a survey like Digg?

I'm trying to make a survey like Digg's voting system: people can contribute their own ideas to an open ended question and people can either vote (Digg) for it or contribute their own answer if they disapprove. If anyone is familiar with the Starbucks survey on their mystarbucks website, it's similiar to that. Anyone familiar with any websites that would let me do this?

1. its called social bookmarking... digg is one of social bookmarking. There is lot of free script that you can get from the internet. there is other website like that, its called wikio, and I make some list on my blog for social bookmarking sites..
